If you are an owner-operator, you need a consortium to run your random testing. Small fleets often use one too. They all look alike on paper, so here is what to compare.
Questions to ask
- How are drivers picked? The selection should be truly random, with records you can show an auditor.
- How will you tell me I was picked? Phone, text and email are better than a letter.
- Where do I go for the test? Ask if there are collection sites where you drive.
- Are random tests included? Some plans include them. Others charge per test.
- Can I get my records fast? You will need them for an audit.
- Will you be my C/TPA in the Clearinghouse?
Watch out for
- Very low prices that charge extra for every step
- No clear way to reach a real person
- Records you can’t get without paying more
You are still responsible
A consortium handles selections, but the carrier stays responsible for compliance. Keep your own copies of your enrollment and test records.
Our consortium
We offer two plans: $129/yr with random tests billed separately, or $179/yr with randoms included (Estimate, confirmed at booking; last updated Oct 27, 2026). See our random testing consortium.
